I.† Vice Presidentís Report

Should we change uniforms?† Majority voted no.

Equipment needs to be turned back in as soon as possible.


II. Web Master

Web has been updated and registrations are back online.

We need to take some down time to set up for web preparation.

We may substitute in some girls teams to make up for a lower number of boys teams, but none of this is etched in stone.† The board will wait until the selection of teams is held before making a final decision.† There are currently

What followed was a long discussion about cutting teams down and the fact that there is not enough field space.† It was decided that there should be an organized effort by the board to get more fields.† It was noted that Arundel is a possible field for U-10s. It was also noted that Dolbeare could be available in the Spring í09.

        MYSL Report for AGM, May 19 and Regular Meeting, June 3



        Election of new board members and age directors for 2008-2009 MYSL season.† All changes to take effect on July 1.

        Affirmative vote to change MYSL constitution occurred.† Most significant change affecting us was that each town will now have a vote at each monthly league meeting.† In the past only the individuals on the BOD could vote.

        Affirmative vote to increase per game payment for referees and referee assignor to bring the MYSL pay schedule in line with other leagues.† This can be done for this coming year without boosting fees each town pays for their participating teams since there is about $30,000 from the 2007-2008 seasons that can be brought forward to the coming year.

        Vote taken to establish and clarify team roster sizes for all divisions (1 through 4) in each age group for both the fall and spring seasons.

o       U10: minimum of 8, maximum of 12

o       U12: minimum of 11, maximum of 15

o       U14 and above: minimum of 14, maximum of 18.

        Wakefield BU10-2 coach, Tom Guerriero volunteered his services to become the new MYSL BU10 Division 4 Age Director.


        Regular Meeting

        Referee report

        MYSL referees have been receiving good recognition by being invited to work ODP, Regional and State Cup games.† Locally, Paul Ferri is one such referee doing higher level matches.

        4 or 5 referees are quitting after the conclusion of the spring soccer season due to abuse from MYSL coaches.† You may think this number involves only young referees but there is an experienced referee who worked the State Cup that will be leaving the coaching ranks due to this problem.

        There were quite a few abandoned matches this past weekend due to lightning.† League rules state that a game doesnít count unless it is played to completion.† Referee standard is to wait 30 minutes following last lightning flash to resume match.† Any game that is not resumed should be rescheduled and restarted from the beginning with 0-0 score.

        An aside from league president, John Linehan, who stated that since the lightning issue and game resumption or replay was handled in many different ways this weekend, it is an issue that needs to be addressed and a standard policy developed by the league.

        Phil Good in charge of lining up referees for Commissioners Cup.† If we know of anyone locally that we would recommend, let Phil know.

        Courses for referee recertification, new referees and new referee assignors are available and the schedule of these courses can be found at www.massref.net.


        Registrar Report

        Towns have been apprised of accumulated fees and fines accrued in the spring season.† (this amount doesnít include fines for game forfeiture during the spring season of $100.00 per game).

        These penalties need to be paid to Mary by Wednesday, June 11 at 7:00 PM or else teams qualifying for the Commissioners Cup will not be allowed to compete in the tournament.

        Sports Manager is close to being able to allow towns to electronically submit travel rosters and add/drop forms for the fall season.† Town Coordinators will meet with Dan Baker, Mary Rogers and Shawn Hardy when process is ready to go.† Towns must use specific roster form that each town received in their latest packet to facilitate this process.

        For the fall season only, players who would be age appropriate to play U16 soccer but are not in high school and therefore not playing soccer in the high school soccer program can be rostered on the townís B/GU14-1 team.† A letter stating the playerís name and date of birth must be submitted to the league by the playerís parent/guardian also stating that he/she is not in high school is needed to allow this to be done.† In the spring, this player must be dropped from the U14 team and if playing town soccer, must be rostered at U16.

        Age Directors Report

        Many age groups and divisions still undecided and in some cases playoff games may be necessary.† The Age Directors will determine qualifying teams at the end of the season and teams know if they qualify

        Wakefield GU10-1 team will be in the Cup

        Wakefield GU14-1 team will be in the Cup

        Wakefield GU16-1 team will be in the Cup and is playing June 8 at 1:00 PM at Edwards Field in Lowell vs. Burlington 1.

        A few other Wakefield teams are in the running.

        Commissioners Cup Report (Dan Baker)

        June 14 and 15 at Woburn Joyce Complex and Woburn High School (for the U18 and U19 finals)

        In Divisions 1 and 2 these games will serve as the semifinal and final playoff games to determine MTOC qualifiers as well as Commisioners Cup Champions.

        U12, U14 and above Division 1 and 2 games must be played so there is an actual winner.

o       U12 games: 2x30 minute halves, 2x10 minute overtime periods, PKs

o       U14 games: 2x35 minute halves, 2x10 minute overtime periods, PKs

o       U16: 2x40 minute halves, 2x15 minute overtime periods, PKs

o       U18 and above: 2x45 minute halves, 2x15 minute overtime periods, PKs

        For all U10 divisions and for U12 and U14 Division 3 and 4 there will be round robin games to determine Commissioners Cup Champion.






Minutes of MYSL Meeting 4/1/2008


Season scheduled to start Saturday, April 5 weather permitting.† Since more towns have turf, it was agreed that if those or any other towns can play, then they will be allowed to play to reduce the number of make-up games.


Dracut, Hanscom, Lowell, PAC and Westford fields are closed for Week 1.† No games in those towns in week 1. Subsequent email indicated Reading U10 and U12 fields are closed and those games are cancelled.


League Referee Assignor, Al Cosentino requests that towns inform him as soon as they make the decision to cancel games due to field conditions now and throughout the season.† If towns know this the day before games, please let him know then so he can inform the referees.† Please report cancellations as soon as possible to both Al Cosentino at acosentino@mayouthsoccer.org and on the referee web site, by emailing Clark Caplan at refereecoordinator@myslref.org.


4. Changing games requires the coach follow a specific protocol:

i. speak with age director at least two weeks before game in question (no last minute changes) to explain the situation to him/her to receive the go ahead

ii. arrange new time with opposing coach (offer him at least two acceptable dates-you must check with Steve Logan to make sure the field is available on those dates)

iii. reach agreement on date and report back to age director so he can inform referee assignor to schedule ref

iv. contact Town Coordinator (Stephen de Garavilla) to change the game on Sports Manager.

Remember if you donít go through the age director, the game will not count even if itís played.


Valid reasons for changing games were spelled out and they include but are not limited to school activities, school trips, graduations and religious events.† There is some additional flexibility in this wording of the rules but rescheduling due to April vacations is not a valid reason.† It is best to contact your age director and to explain your circumstances.


Reschedule cancelled games ASAP to avoid problems later in the season.† For any games cancelled in Week 1, every attempt should be made to make them up before May 1. The procedure to schedule make up games is the same as changing games.


Two rosters with player numbers added and pass cards are needed at each game.

No roster, no cards, no play.


Approval of game times of 8:00, 9:00, 10:00 and 11:00 AM for Wakefield U10 program was given.


Woburn Youth Soccer Association president, Paul Tobin proposed that the MYSL conduct a professional financial review of the prior fiscal yearís (November 1, 2006 to October 31, 2007) income and expenses.†† Motion made and passed to solicit bids to accomplish this financial review and present the results at the July 2008 MYSL meeting since it was too late to accomplish this in time for the MYSL AGM in May.
